Allen Mitro is a director in the Denver office and part of the State and Local Tax Services service line. He has more than 40 years of experience in all phases of property tax, specializing in complex properties and multi-jurisdictional portfolios that are either centrally or locally assessed.
Allen specializes in valuation analysis, property tax appeals, negotiations, litigation support, personal property valuation and appeal processing, and cost of capital determination.
Prior to joining Duff & Phelps, Allen was a manager of DuPont’s Property Excise Tax and Incentives function. The primary emphasis included a wide range of complex industrial facilities throughout the United States. Prior to joining DuPont, Allen was a senior manager in the Complex Property Tax Organization for Ernst & Young. Allen was also the general manager of Property Tax for the Union Pacific Corporation, where he managed the property tax function for three of Union Pacific Corporation’s subsidiaries, with primary emphasis on oil and gas properties. Responsibilities included oil and gas fields, gas plants, co-generation plant, pipelines and hazardous waste disposal facilities. Additionally, Allen held a number of positions within Conoco’s Property Tax function involved with oil and gas fields, refineries, gas plants, interstate pipelines, service stations and coal mines.
Allen received his B.S. in accounting from Pennsylvania State University. He is a certified member of the Institute for Professionals in Taxation and a senior member of the American Society of Appraisers, Real Property - Ad Valorem. Allen has also held positions in the following organizations: The Institute of Property Taxation (IPT), 1995-96, president/board of directors of IPT, 1992-97, member; Western States Association of Tax Representatives, 1989-90, president; Rocky Mountain Oil and Gas Association (RMOGA), 1984-88 and 1993-95, General Tax Committee chair; Rocky Mountain Oil and Gas Association (RMOGA), 1993-95, member, board of directors.
